The issues relating to the licensing of a biopharmaceutical are described. In particular attention is focused on the mind of the regulator who has the responsibility of recommending licensure. There are two key factors which operate on the mind when confronted with such a task: psychology and ethics. The different factors which influence the psychological acceptability of a product for licensure are many and varied; they include perceived need, novelty, education, context and others. Also involved is the regulator’s view of (...) the ethicality of such products and the organisms which make them, with particular reference to those which are genetically engineered. These ethical views are in turn derived by reference to basic systems of ethics which provide guidelines for behavior. It is important for the manufacturers of biopharmaceuticals to be aware of both the psychological and ethical aspects of the regulator’s mind when addressing such individuals with a view to obtaining a license to manufacture a particular biopharmaceutical. As our ways of living have changed dramatically over the last 20 or so years, so might we expect even more such changes in the next couple of decades? It is argued that Wallace Chafe's approach of relating studies of mind and consciousness to studies of real spoken language interaction is precisely what is needed in linguistics and psycholinguistics. However, the way Chafe attempts to establish the link between spoken language and consciousness is, in several respects, in need of clarification. The paper critically examines several of Chafe's claims and points to areas — e.g., the notions of 'consciousness', 'intonation unit', and 'new idea' — where clarification or possible revision (...) is needed. This paper offers a political analysis of the platform and sharing economy—an economic model in which digital platforms facilitate social and economic interactions. Its two central models, mainstream and cooperative platforms, offer similar applications and services (e.g., home-sharing, food delivery), but fundamentally differ in their ownership and governance structures, economic models, and technical designs. Building on literature from the politics of technology (PoT), the paper develops an approach for the political analysis of platform technologies, combining central components from the works (...) of Winner, Feenberg, and Pfaffenberger. This approach is then applied to analyze the platform and sharing economy, highlighting the political significance of platform technologies. The analysis reveals three key insights. First, when incorporated into particular social arrangements, digital platforms become means for shaping social realities rather than mere tools for specific uses. Second, mainstream platforms perpetuate capitalist conditions in the digital sphere and therefore necessitate platform capitalism to function, whereas cooperative platforms resist and undermine it. Third, the dynamics between the platform models embody a struggle over the question of the good life in the digital economy. Additionally, the paper uncovers a philosophical weakness in Winner’s definition of “inherently political technologies” that warrants further attention in PoT literature. (shrink)

Contemporary privacy theories and European discussions about data protection employ the notion of ‘personal information’ to designate their areas of concern. The notion of personal information is demarcated from non-personal information—or just information—indicating that we are dealing with a specific kind of information. However, within privacy scholarship the notion of personal information appears undertheorized, rendering the concept somewhat unclear. We argue that in an age of datafication, protection of personal information and privacy is crucial, making the understanding of what is (...) meant by ‘personal information’ more important than ever. To contribute to this aim, we analyse the conception of personal information and its nature, including the distinction between personal and non-personal information from a philosophy of language perspective. Through analyses of aboutness and relative aboutness we point to challenges related to the demarcation between personal and non-personal information, which may in practice lead to all information being personal. We suggest a teleological approach to subjective experiencing or phenomenal consciousness. Like living, subjective experiencing is a teleology-constituting mode of being, which is made up of coupled, functional processes. We explicate our notion of a 'teleological mode of being' and distinguish between three different modes: a living (non-sentient) mode of being, a sentient mode of being, and a rational-symbolic (human) mode of being, which correspond to the three levels of soul suggested by Aristotle. These evolved teleological modes of being are (...) characterized by the possession of distinct, hierarchically nested goals and value systems. We argue that the functions of parts and processes within living systems have to be situated within the appropriate teleological frame of reference. Our evolutionary and comparative approach to the mode of being of subjectively experiencing animals clarifies why functions are best attributed to the parts that constitute sentience. Our proposal resolves the problem of attributing functions to phenomenal consciousness, resonates with basic teleological intuitions and distinctions, and corresponds to the modern broad understanding of selection and evolution. On the life of Mādhava, d. 1386, exponent of Dvaita philosophy.

In this essay, I will explore the interrelations and differences between the human and digital technology through the lens of surveillance and prediction modeling: the building of profiles. I will provide some philosophical considerations on surveillance and surveillance practices especially in light of datafication and digitalization – including some epistemological considerations with regard to the underlying assumptions in algorithmic construction of profiles and human identities. The starting point is accidental encounters with the same person in the streets of Copenhagen.

Personal information is key to informational privacy and the algorithmically generated profiles of individuals. However, the concept of personal information and its nature is rarely discussed. The concept of personal information thus seems to be based on an idea of information as objective and truthful—as natural information—that is depicted as digital footprints in the online and digital realm. I argue that the concept of personal information should exit the realm of natural information and enter the realm of nonnatural information—grounded in (...) meaning, intention, and convention—as this will provide us with a concept that can account for potential misleadingness, inaccuracies, and mistakes.
